ITANAGAR, Apr 30: The four days Congress Seva Dal training camp in West Siang district concluded at Aalo today.
Addressing the valedictory function, state Seva Dal chief organizer Taki Taba appreciated all the participants and APCC, DCC and BCC office bearers for successful completion of the training programme.
Among others, APCC general secretary Minkir Lollen, Liromoba BCC president Yaami Nomuk and Congress Seva Dal cadres took part in the concluding function. All the Seva Dal workers and office bearers present paid floral tribute to the portrait of Late Dorjee Khandu on his 1st death anniversary and prayed for his eternal peace.

ITANAGAR, Apr 30: While reviewing the Jeying episode after the cancellation of pubic hearing on 27000 Lower Siang hydro project recently, a conglomeration of organizations and unions of Siang belt in a meeting held at Pasighat today urged the state Govt and the Jaypee Arunahcal to evict JAPL office within 30 days.

Passa valley not under wildlife sanctuary: Society
ITANAGAR, Apr 30: Passa Valley administrative circle does not fall under Pakke Wildlife Sanctuary, said Passa Valley Development & Welfare Society (PVDWS) while reacting to the press statement of Sango Lamte Foundation (SLF) and All Papu Valley Development Committee. Earlier, the SLF and the Committee claimed that the Passa Valley administrative circle falls under the periphery of Pakke Wildlife Sanctuary.

Aalo, Apr 30: ATMA, West Siang District had organized a three days Skill Enhancement cum Orientation Training Programme of newly appointed Block Technology Manager and Subject Matter Specialist under Extension Reforms from April 24.
In his inaugural speech Karbom Riram, DAO cum Project Director, ATMA, West Siang District stressed on proper coordination between the Extension Functionaries and the farming community for better market led farming.
Jumdo Jini, ADO cum Nodal Officer, ATMA gave a brief account on organizational set up, role and function of extension functionaries under ATMA.

AdiSU questions AAPSU stand on Mishings
ITANAGAR, Apr 30: AdiSU outrightly rejected the objection of the AAPSU against ABK’s demand for recognition of indigenous Mishings tribe as Adi.

It termed the action of the govt as an attempt to terrorize the public and create fear psychosis.
Power supply snapped in Roing
ITANAGAR, Apr 30: A heavy storm yesterday destroyed 33 KV Simari Express line and 11 KV Chapakhawa line at many locations disrupting power supply to Roing area in Lower Dibang Valley district.
The Executive Engineer said that it may take another two to three days to restore normal power supply in the area.
This is second time the power supply has collapsed. On April 25, a 14 m high electric tower at Alubari over Digaru River had collapsed due to heavy storm.
The department had restored the lines after three days of hard work engaging the whole division but only to be destroyed by another round of storm. The Executive Engineer (E) Roing has appealed to the people to bear with the department as earnest efforts are being put to restore power connectivity.

Tawang pays rich tribute to its son
Itanagar, Apr 30: Thousands of people today paid tribute to Late Chief Minister Dorjee Khandu on his first death anniversary. Along with four others, the Late Chief Minister had perished in a chopper crash on April 30 last year while they flew from Tawang to Itanagar sending shock waves across the country. After five days of intense search involving thousands of volunteers, Army personnel, ISRO and Sukhoi crafts, the bodies were finally located at Luguthang in Tawang by a village search group.
Tawang: The people of Tawang paid rich tribute to their beloved leader Late Khandu on his first death anniversary by conducting a homage march of 7kms from Tawang Monastery to his cremation ground at Famla. About 9000 people gathered at Tawang monastery at 9.30 am and participated in the march. The number swelled as the march passed from different points in Tawang township. All along the march the atmosphere was filled with a medley of prayer chants and the aroma of incense.
Earlier at the Monastery, the abbot of Tawang monastery, His Eminence Guru Rimpoche addressed the mammoth gathering and urged them to remember the visionary deeds of Late Dorjee Khandu which ushered in an era of prosperity in the State. He along with monks from Tawang monastery offered prayers for early rebirth of the departed soul in ‘Monyul’ Tawang.
At the cremation ground, 108 butter lamps were lit by senior monks and public.
Goleng Monpa, the elder brother of Late Khandu, on behalf of the entire Khandu family, in his address to the gathering extended his heartfelt gratitude to the people for participating in the march and offering rich tribute to the departed soul. He also recalled the enormous support rendered to the family by the entire people of the State during the hard time a year ago. He expressed his optimism that the people of State will remember Late Dorjee Khandu by carrying forward the plans and policies conceived by the visionary leader.

Congress recalls Khandu’s contributions

APCC vice president Thupten Tempa recalled the contributions of Late Khandu. In his death, the state has lost an experienced and able leader. Late Khandu will be remembered fondly by the people of the state. He died to live forever, Tempa said.
He also paid homage to Late Yashi Chodak, security officer of the late CM, two pilots and sister of Tawang MLA, who lost their lives in the chopper tragedy. The monks of Itanagar Bhuddhist Gompa recited the religious verse on the occasion.

Itanagar pays rich tribute, AAPSU appeals
ITANAGAR: People of capital complex joined rest of state in paying rich tribute to late Khandu on his first death anniversary. The main function was held at Itanagar Gompa (monastery) where a large number of people turned up to pay their tribute. The programme was organized by Itanagar Buddhist Cultural Society (IBCS). Buddhist monks chanted prayers and offering were made for the enlightenment of the departed soul. Many prominent citizens including Chief Information CommissionerYD Thongchi , President IBCSCR Khampa, Director IPR Lekhi Phuntso, AAPSU president Takam Tatung and vice president Sonam Tenzin along with large number of public paid homage to the late Khandu.
AAPSU while remembering late CM Khandu called on state govt to name state civil secretariat after his name which will be fitting tribute to man who brought so much development to the state, especially in infrastructure field.
ASBA pays homage
The Arunachal State Badminton Association observed the first death anniversary of late Khandu today at Raj Bhawan Badminton Hall. Late Dorjee Khandu was also the former president of Arunachal State Badminton Association and was a big fan of Sports. Though Badminton was not a popular game here in the State, under his leadership, the sport touched a new height. He helped the Association to promote the sport among the youths with his charming leadership, ASBA said in a release. Many children, who used to gather in hundreds to greet Khandu in the early dawn, also gathered today in his remembrance, said a release.
Bomdila remembers Khandu
BOMDILA: The Buddhist Community of Bomdila organized a day long Prayer programme to commemorate the first Death Anniversary of Late Khandu. The programme started at 5 am in the morning with offering of “Monlam” prayer for peace of the departed soul at Gontse Rabgyeling Monastery and Thubchog Gatseling Monastery where more than 300 monks were present which was followed by a daylong prayer at “Buddha Peace Park”. Along with Monks a huge gathering of public remembered Late Khandu.
Amidst thousands of candles, prayer flags and tears, the entire town of Bomdila echoed with the chanting of ‘Om Mane Padme Hung’ for peace of his soul and quick rebirth.
Speaking on the occasion West Kameng Deputy Commissioner Rinchin Tashi said that such souls are born once in a million. He thanked the entire gathering along with the organizer Kesang Wangda and his team for keeping the memories of late Khandu afresh. The programme culminated with distribution of ‘Tsog’, a sacred offering to the public.

welfare schemes and benefits meant for Anganwadi workers, the work-
Addressing the first ever state level conference of All Arunachal Pradesh Anganwadi Workers and Helpers Union (AAPAWHU) at Solung Mopin ground here today, Hem Lata exhorted the gathering of more than 1000 Anganwadi workers and helpers coming from all the 17 districts to put pressure on the state government to implement all such schemes and facilities meant for them. She felt pain to know the fact that maternity leave facility and many other benefits were not being provided to the Awangwadi Workers of Arunachal Pradesh, whereas, such facility and benefits are being enjoyed by Anganwadi Workers and Helpers of other state, including neighboring Assam. There is also provision of appointing an Anganwadi Worker with the qualification of class X pass and 10 years of service as Anganwadi Worker to the post of Supervisor, she informed.
Hem Lata said that AIAWHF has been demanding for recognizing Anganwadi Workers as regular Govt employee, providing minimum wages of Rs.10,000 (presently Anganwadi workers are paid Rs. 3000 as salary/month), granting pension and handling all affairs of Anganwadi Workers by the respective state government instead of NGOs. The Federation has also been demanding for recognizing Awangwadi Workers, who are regarded as next to mother in moulding child’s future, as Grade ‘C’ employee and Helpers as Grade ‘D’. But, the central government has not yet responded to the demands citing paucity of fund, Hem Lata informed. She suggested the AAPAWHU to get affiliation under AIAWHF to further strengthen the Federation which is working for the cause of the Anganwadi Workers and Helpers all over India.

A seminar with the theme, “Antimicrobial Resistance,” and “Role of Veterinarians in Public Health and Environment”, were organised at newly opened state of art Siiro Resort at picturesque Siro village which was attended by APVA members from all the districts and headquarter Nirjuli.

simultaneously at Govt. Higher Secondary School, Ziro, to create awareness about
livestock rearing amongst School children. More than 500 students from various schools
participated in the drawing competition. The concluding day programme on April 28

He disclosed that the government is planning to depute officers in batch wise to the reputed institutions of the country for further studies, specialised trainings and exposure visits to produce quality technical manpower.

to speed up the village electrification works under RGGVY for the benefit of all

Participating in the review meeting, MP Takam Sanjoy advised all officers to highlight the hurdles and obstacles faced in implementation of the scheme in comprehensive manner and assured to take up the problems with the appropriate authority at the Centre for necessary action. Parliamentary Secretary Gojen Gadi advised all the officers to fix a realistic target of village electrification works in the current year and said that project should be completed within stipulated period of time.

Contractors demand white paper on state financial position

ITANAGAR, Apr 30: Crores of amounts were overdrafted during 2011-
AACWA demanded the state government to issue white paper on the overdraft amount. They also demands immediate revalidation of government cheque and draft issued to DDOs and Treasuries of various departments for clearance of contractors bills during March last and release of genuine pending bills of the contractors of PWD, UD and other departments within 10 days.
It threatens to launch movement against the government if white paper and their other demands are not fulfilled within the stipulated time.
Meanwhile, briefing their grievances due to non clearance of bills the contractors said “the small and part time contractors are the worse sufferers”.
We are not against any party or individual. We are fighting for our rights and against the way of execution of work and delayed payment thereof.
Further briefing on huge difference in economic status among people in the state, AAWCA said “if the central funds were used judiciously and purposely, this huge gap in economic status among the people of the state would not have been witnessed.
Other issues related to contractors will be taken up in phase wise manner until and unless the grievances of contractors are fulfilled, they added.

AAPBSU condemns illegal detention of students
ITANAGAR, Apr 30: At least 23 DNGC students were illegally detained at Raj Ghar Ali by Assam police personnel while they are returning to Dollungmukh in Lower Subansiri district after completion of annual examination on April 29 morning, said All Arunachal Pradesh Border Students’ Union (AAPBSU) in a release.
The Union informed that Assam police led by North Lakhimpur SP suddenly appeared in Dollungmukh and detained the students for 7 hours without valid reason. When enquired, students were told by an Assam police official that they were detained as they were going to conduct a meeting in Dollungmukh.
Condemning the act of illegal detention of the students, Union said holding a public meeting within the territory of Arunachal Pradesh by its citizens is not an offence in a democratic country.
Meanwhile, AAPBSU reiterated its demand for early solution to Arunachal-

The district Boder Students’ Union unit appealed to the state government to look into the matter and find out a long lasting solution to the problem.

The “China Threat Theory” is caused by the country’s rapid growth in economic and
military strength, and is bound to accompany the country’s rise as a great power.
In the eyes of certain Western power, China’s rise poses a challenge to the traditional
Western-
As a lay man and a citizen of the territory bordering with China and in the backdrop of the our bitter history, all we can get from this is that the “threat”, though feared & real to some extent, seems to have been exaggerated by the Western Powers.
And even if the threat is real, what could the citizens of Arunachal Pradesh or the State Government do? A great deal of activities and responses are heard from the both but in reality we are defenseless without our Union Government and defense forces, firstly, because Defense is included in the Union List and secondly, may be, the citizens themselves are not trained to defend themselves even in case immediate infinitesimal skirmishes.
How about our boundary within Indian Territory? Our neighbour seems even prepared to resist the might of the international “threat”! Why would a State within the Union of India raise a Border Task Force (BTF)? Why do institutions like the Village Defense Police (VDP) exist? Why does a State Government machinery engage in destruction of our public and private property? How much of our Mopin grounds and rice fields should end up as Police Training Centers & Football Grounds? Leave alone the constant looming threat of “Economic Blockade” and daily harassment of Arunachali commuters on petty issues by police & public alike!
Is Arunachal a foreign country and its citizen alien?
The density of population in the State of Arunachal Pradesh is the lowest in India
and even lower in the rural stretch of along the foothills. Firstly, because of the
forest reserves and secondly and most importantly because of the “forward” policy
of our neighbour by the way of relocation and insertion of flood effected people

While the ratio of a policeman to civilian in India is said to be around 1:600, how would it be expected of the hapless rural folks in the mercy of their humble lot, to defend themselves and their territory in the absence of a formal institution to reinforce at least the Inner Line Act.
The Inner Line Act is active in the official entry points but defunct all long the rural stretch of the foothills, endeavored to be implemented informally by land owners themselves but it is a matter of time before the fragile mud wall could anymore hold back the overflowing flood waters!
Although the rest of us are lucky not to duel on such desolate expanses, let us say, it is none of our business and therefore, leave the concerned on their own mercy but it is no denying of the fact that we do encounter unexpected bandhs calls, blockades and harassment on regular basis.
The terms like India-
Being educated and affluent now are we not supposed at least to request, support and guide our respective law makers to find out alternative and practical solutions or shall we find solace as determined indoor critics?
Or are we to prepare for the supposedly imminent invasion of our northern frontiers and march northwardly leaving behind our domestic boundary unattended, exposed & porous?

Speed up the investigation
Dear Editor,
Through the columns your daily, I would like to appeal to the Secretary, Water Resource Development (WRD) to suspend Er Tadam Kamcham, former Executive Engineer, Water Resource Division, Yingkiong for his alleged misappropriation of fund under MIP, BADP and Anti Erosion scheme.
A team of SIC recently visited some of the sites where the alleged fraud works were executed. However, the team could not visit all the sites due to inclement weather. I appeal to the SIC team to speed up the investigation and deliver justice to the people of the Tuting area.
I had lodged an FIR against the said Engineer on the same issue at Tuting Police Station, Upper Siang District on dated 26/9/2011.
Information’s obtained through RTI reveal that Er Kamcham had committed fraud against the state government in connivance with the fictitious contractors and firms and arbitrarily prepared false bills amounting to more than Rs three crores without any physical achievement. He even prepared a fraud bills of Rs 7,22,778 against a government employee without any verification and physical achievement.
Instead of transferring the engineer to Tawang, he should have been put under suspension to ensure free, fair and transparent investigation by the SIC team.
I also appeal to all to cooperate and fight against corruption.

Don’t play with the sentiments
Dear Editor,
With reference to the claim and counterclaim in respect of Maintenance of Road from Subansiri to Sigi Village, people of the affected areas would like to know some important points from all the concerned :
Why all the responsible leaders like ASM, ZPM, MLA of the area are keeping mum on the issue? Why there is no official clarification from the EE (PWD) Office, Dumporijo so far?
Whether all the relevant documents were obtained through RTI and if obtained, why details are not being made public through media?
Why the senior citizens and RTI activists of the area like Tadam Lida and Dr. A.Riddi are mute spectators to the whole episode?
Why no FIR has been lodged against the erring official if the illegality of the tender process is confirmed by the aggrieved party?
Therefore, I on behalf of the common people of the area would like to appeal both the party not to play with the sentiment of the innocent common masses.

This has a reference to proposal for grant of S/T status to Mishings.
We have seen much social tension in recent past in connection with the proposal for
inclusion of more communities in the S/T list of Arunachal Pradesh. In fact, the
Mishings are spread all over Assam and enjoying all the facilities entitled to S/T
there. Moreover, the proposal is a major social issue for which it is essential to
consult all the stakeholders indigenous tribes of the state. There are many reports
