Cong Seva Dal training camp

ITANAGAR, Apr 30: The four days Congress Seva Dal training camp in West Siang district concluded at Aalo today.

Addressing the valedictory function, state Seva Dal chief organizer Taki Taba appreciated all the participants and APCC, DCC and BCC office bearers for successful completion of the training programme.

Among others, APCC general secretary Minkir Lollen, Liromoba BCC president Yaami Nomuk and Congress Seva Dal cadres took part in the concluding function. All the Seva Dal workers and office bearers present paid floral tribute to the portrait of Late Dorjee Khandu on his 1st death anniversary and prayed for his  eternal peace.

 

Orgs demand eviction of Jaypee office

ITANAGAR, Apr 30: While  reviewing the Jeying episode  after the cancellation of pubic hearing on  27000 Lower Siang hydro project recently, a conglomeration of organizations and unions of Siang belt  in a meeting held at Pasighat today urged the  state Govt and the Jaypee Arunahcal to evict JAPL office within 30 days.

 The members present observed that the land measuring 60705 sqmtrs (approx) was allotted to Japyee  without consulting DLLAB board members.

 The members present in the meeting also adopted resolutions demanding early resolutions of international and inter-state boundary problems and reformation in state economic policy.

The meeting convened by  Forum for Siang Dialogue was attended by All Bogong Students Union, All East Siang District Student Union, Mebo Area Bachao Committee, Ruksin Area Youth Federation, All youth Association, Eastern Adi Student Union, 37th Constituency, Intellectual Forum. and the learned members, said FSD in a release today.

 

Passa valley not under wildlife sanctuary: Society

ITANAGAR, Apr 30: Passa Valley administrative circle does not fall under Pakke Wildlife Sanctuary, said Passa Valley Development & Welfare Society (PVDWS) while reacting to the press statement of Sango Lamte Foundation (SLF) and All Papu Valley Development Committee. Earlier, the SLF and the Committee claimed that the Passa Valley administrative circle falls under the periphery of Pakke Wildlife Sanctuary.

Terming the claiming of both the SLF and Committee as anti-development activities,  the PVDWS said the executive members of both the organizations  did never visit circle headquarters Taza Happa and the members of the organizations donot belong to Pakke Kessang constituency.

Expressing displeasure over the statement, the Society in its meeting held on April 28 unanimously demanded apology from both the organizations  for “playing with the sentiments of the people of Passa Valley ” and asked them not to interfere in ‘their development activities’.

Meanwhile, the PVDWS lauded Tuki for laying the foundation stone of administrative circle on Friday. They also appreciated other ministers, parliamentary secretaries and MLAs, Govt officers and  for participating in foundation laying ceremony. The Society  further showered praises on Health Minister Atum Welly for his untiring efforts in creation of circle headquarters.

 

Skill enhancement prog

Aalo, Apr 30:  ATMA, West Siang District had organized a three days Skill Enhancement cum Orientation Training Programme of newly appointed Block Technology Manager and Subject Matter Specialist under Extension Reforms from April 24.

In his inaugural speech Karbom Riram, DAO cum Project Director, ATMA, West Siang District stressed on proper coordination between the Extension Functionaries and the farming community for better market led farming.

Jumdo Jini, ADO cum Nodal Officer, ATMA gave a brief account on organizational set up, role and function of extension functionaries under ATMA.

As resource persons Nitum Riba, ADO (Hq), Nyage Loya, ADO (APMC) and Jumdo Jini, ADO (ATMA) gave a brief account on the centrally sponsored schemes undertaken by the department, calculation and formulation of fertilizers & manures, preparation, methods of application of Bordeaux mixture.

The scientist from ICAR & KVK West Siang District, Dr. Manish Kanwat (SMS) and Dr. Goutom Bhagawati (T.O.) spoke on Teaching Methods and Management practices of pests and diseases on kharif crops.

 

AdiSU questions AAPSU stand on Mishings

ITANAGAR, Apr 30: AdiSU outrightly rejected the objection of the AAPSU against ABK’s demand for recognition of indigenous Mishings tribe as Adi.  

“AdiSU is ready to clarify the confusion of the AAPSU leaders about the genuineness of ABK demand’s with full proof documents and evidences on which ground demands are being made,” it said. The present AAPSU has forgotten that the All Arunachal Pradesh Students’ Union was called Abor-Mishing Students Union during 1947 to 1953 whose logos are still used by the AAPSU.

The same Mishing people are alienated and compared with the Tibetian refugees in their own homeland, said the AdiSU.  It asked the AAPSU whether they have detected any Arunachalee Mishings having Assam ST as they added that demand for ST is restricted for  Oyan, Lekang, Namsing, who trace their ancestry even before the Arunachal came into being. AdiSU appealed to the government to fulfil the demand placed by the ABK with immediate effect.

 AdiSU further said that government should not force the big hydro power projects on the people of the area while adding that it would continue to struggle to ensure scrapping of the dams. It further questioned deployment of para military force in the area during the proposed public hearings.  It termed the action of the govt as an attempt to terrorize the public and create fear psychosis.

 

Power supply snapped in Roing

ITANAGAR, Apr 30: A heavy storm yesterday destroyed 33 KV Simari Express line and 11 KV Chapakhawa line at many locations disrupting power supply to Roing area in Lower Dibang Valley district.

The Executive Engineer said that it may take another two to three days to restore normal power supply in the area.

This is second time the power supply has collapsed. On April 25, a 14 m high electric tower at Alubari over Digaru River had collapsed due to heavy storm.

The department had restored the lines after three days of hard work engaging the whole division  but only to be destroyed by another round of storm. The Executive Engineer (E) Roing has appealed to the people to bear with the department as earnest efforts are being put to restore power connectivity.

 

Forum appeals

ITANAGAR, Apr 30:  All Segi Gusar Unemployed Youth Forum has called on Upper Subansiri Intellectual Forum and Gusar Dumporijo Baririho Collegian to stop making baseless allegation regarding tender process regarding 18 km road project connecting Segi Gusar with Daporijo town. Forum stated that people of Tani Tator area welcome such development project and will cooperate with executing agency of the project.

Enquiry demanded

ITANAGAR, Apr 30: All Nyishi Youth Council president and one of the members of the committee for verification of alleged illegal land allotment to non-APST businessmen, Hillang Tadh demanded enquiry against two non-APST business houses for allegedly not clearing tax.

In a letter addressed to Chief Commissioner of Income Tax, GoI, Tadh  said the committee verified  the documents of   some non-APST business  houses and found that two business houses including a sawn mill  earned crore of rupees with no income tax clearance. Even some of them not paid VAT to the state Govt, it said.

 

Association demands payment

ITANAGAR, Apr 30: All Leel Youths Association conducted a meeting regarding nonpayment of bills to the village level contractor of Leel area link road.

During the meeting, the house demanded the authority to immediate pay all the pending bills of Leel area link road contractors who have completed their work as per the RWD norms.

 

VKV camps

ITANAGAR, Apr 30 : Vivekananda Kendra Arun Jyoti organized a  five days camp for the class-VI to class-XII students of Upper  Subansiri, West, Upper and East Siang. V.K.V Jirdin, Aalo played host to the participants to the camp which concluded on  April 28.

The main motto of the five days camp was to develop the overall personality of the participants. This was done through yoga, memory developing games and creative workshops.

Tawang pays rich tribute to its son

Itanagar, Apr 30:  Thousands of people today paid tribute to Late Chief Minister Dorjee Khandu on his first death anniversary. Along with four others, the Late Chief Minister had perished in a chopper crash on April 30 last year while they flew from Tawang to Itanagar sending shock waves across the country. After five days of intense search involving thousands of volunteers, Army personnel, ISRO and Sukhoi crafts, the bodies were finally located at Luguthang in Tawang by a village search group.

Tawang: The people of Tawang paid rich tribute to their beloved leader Late Khandu on his first death anniversary by conducting a homage march of 7kms from Tawang Monastery to his cremation ground at Famla.  About 9000 people gathered at Tawang monastery at 9.30 am  and participated in the march. The number swelled as the march passed from different points in Tawang township. All along the march the atmosphere was filled with a medley of prayer chants and the aroma of incense.

Earlier at the Monastery, the abbot of Tawang monastery, His Eminence Guru Rimpoche addressed the mammoth gathering and urged them to remember the visionary deeds of Late Dorjee Khandu which ushered in an era of prosperity in the State. He along with monks from Tawang monastery offered prayers for early rebirth of the departed soul in ‘Monyul’ Tawang.  

At the cremation ground, 108 butter lamps were lit by senior monks and public.

Goleng Monpa, the elder brother of Late Khandu, on behalf of the entire Khandu family, in his address to the gathering extended his heartfelt gratitude to the people for participating in the march and offering  rich tribute to the departed soul. He also recalled the enormous support rendered to the family by the entire people of the State during the hard time a year ago.  He expressed his optimism that the people of State will remember Late Dorjee Khandu by carrying forward the plans and policies conceived by the visionary leader.

Tawang DCC, Bazaar committees and many other people volunteered in offering refreshments to the participants of the march at different points along the route of the Homage march. Meanwhile The Lomchoe  – a three-day-long rituals with all religious fervour initiated by His Eminence Gyalsay Rimpoche  and other senior monks  at the private residence of Late Khandu from April 28 to mark the first death anniversary of the departed soul concluded today. The prayer is offered for fast and superior rebirth of the deceased.

‘Bum-Tsok’ - offerings of different types of eatables laid in heaps during the ritual were  later distributed throughout the district and beyond.

Besides, the family members of Late Khandu along with Minister of RWD & Tourism Pema Khandu, Parliamentary Secretaries Tsewang Dhondup, Jambey Tashi , MLA Phurpa Tsering, APCC representative Byabang Nukh,  Secretary General Administration B Deori, Tawang DC Kemo Lollen and  Tawang SP S.N Mosobi, HODs of the district, His Eminence Rigya Rimpoche, His Eminence Sarong Rimpoche, monks & nuns, PRI leaders, GBs, public leaders, students and NGOs participated in the march and paid their homage to the departed soul of Late Dorjee Khandu at his cremation ground at Famla. Congress recalls Khandu’s contributions  

RAJIV GANDHI BHAVAN: CWC member and Arunachal in-charge Dr (Col) Dhani Ram Shandil, Chief Minister Nabam Tuki, AICC secretary, Arunachal in-charge Sanjay Bapna, APCC president Mukut Mithi, MPs, ministers, parliamentary secretaries, MLAs, senior Congress leaders, PCC frontal wings members and DCC/BCC presidents paid floral tribute to the portrait of former chief minister Late Dorjee Khandhu on his first death anniversary at Rajiv Gandhi Bhawan today.

APCC vice president Thupten Tempa recalled the contributions of Late Khandu.  In his death, the state has lost an experienced and able leader. Late Khandu will be remembered fondly by the people of the state. He died to live forever, Tempa said.

He also paid homage to Late Yashi Chodak, security officer of the late CM, two pilots and sister of Tawang MLA, who lost their lives in the chopper tragedy.  The monks of Itanagar Bhuddhist Gompa recited the religious verse on the occasion.   

Arunachal Pradesh Congress Seva Dal along with City Congress Seva Dal observed the first death anniversary of late Khandu at Indira Gandhi Congress Bhawan at Naharlagun. All the members paid floral tribute to the portrait of Late Khandu and remembered his contributions towards development of the state.

Itanagar pays rich tribute, AAPSU appeals

ITANAGAR: People of capital complex joined rest of state in paying rich tribute to late Khandu on his first death anniversary. The main function was held at Itanagar Gompa (monastery) where a large number of people turned up to pay their tribute. The programme was organized by Itanagar Buddhist Cultural Society (IBCS).  Buddhist monks chanted prayers and offering were made for the enlightenment of the departed soul. Many prominent citizens including Chief Information CommissionerYD Thongchi , President  IBCSCR Khampa, Director IPR Lekhi Phuntso, AAPSU president Takam Tatung and vice president Sonam Tenzin along with large number of public paid homage to the late Khandu.

AAPSU while remembering late CM Khandu called on state govt to name state civil secretariat after his name which will be fitting tribute to man who brought so much development to the state, especially in infrastructure field.

ASBA pays homage

The Arunachal State Badminton Association observed the first death anniversary of late Khandu today at Raj Bhawan Badminton Hall. Late Dorjee Khandu was also the former president of Arunachal State Badminton Association and was a big fan of Sports. Though Badminton was not a popular game here in the State, under his leadership, the sport touched a new height. He helped the Association to promote the sport among the youths with his charming leadership, ASBA said in a release. Many children, who used to gather in hundreds to greet Khandu in the early dawn, also gathered today in his remembrance, said a release.

Bomdila remembers Khandu

BOMDILA: The Buddhist Community of Bomdila organized a day long Prayer programme to commemorate the first Death Anniversary of Late  Khandu. The programme started at 5 am in the morning with offering of “Monlam” prayer for peace of the departed soul at Gontse Rabgyeling Monastery and Thubchog Gatseling Monastery where more than 300 monks were present which was followed by a daylong prayer at “Buddha Peace Park”. Along with Monks a huge gathering of public remembered Late Khandu.

Amidst thousands of candles, prayer flags and tears, the entire town of Bomdila echoed with the chanting of ‘Om Mane Padme Hung’ for peace of his soul and quick rebirth.

Speaking on the occasion West Kameng Deputy Commissioner Rinchin Tashi said that such souls are born once in a million. He thanked the entire gathering along with the organizer Kesang Wangda and his team for keeping the memories of late Khandu afresh. The programme culminated with distribution of ‘Tsog’, a sacred offering to the public.

 

 

State Govt urged to implement welfare schemes for Anganwadi workers

ITANAGAR, Apr 30:  All India Anganwadi Workers and Helpers Federation (AIAWHF) general secretary Dr. Hem Lata urged the Arunachal Pradesh government to implement various welfare schemes and benefits meant for Anganwadi workers, the work-force behind implementing ICDS projects successfully all over the country.

Addressing the first ever state level conference of All Arunachal Pradesh Anganwadi Workers and Helpers Union (AAPAWHU) at Solung Mopin ground here today, Hem Lata exhorted the gathering of more than 1000 Anganwadi workers and helpers coming from all the 17 districts to put pressure on the state government to implement all such schemes and facilities meant for them. She felt pain to know the fact that maternity leave facility and many other benefits were not being provided to the Awangwadi Workers of Arunachal Pradesh, whereas, such facility and benefits are being enjoyed by Anganwadi Workers and Helpers of other state, including neighboring Assam. There is also provision of appointing an Anganwadi Worker with the qualification of class X pass and 10 years of service as Anganwadi Worker to the post of Supervisor, she informed.

Hem Lata said that AIAWHF has been demanding for recognizing Anganwadi Workers as regular Govt employee, providing minimum wages of Rs.10,000 (presently Anganwadi workers are paid Rs. 3000 as salary/month), granting pension and handling all affairs of Anganwadi Workers by the respective state government instead of NGOs. The Federation has also been demanding for recognizing Awangwadi Workers, who are regarded as next to mother in moulding child’s future, as Grade ‘C’ employee and Helpers as Grade ‘D’. But, the central government has not yet responded to the demands citing paucity of fund, Hem Lata informed. She suggested the AAPAWHU to get affiliation under AIAWHF to further strengthen the Federation which is working for the cause of the Anganwadi Workers and Helpers all over India.

Arunachal Pradesh State Commission for Women Chairperson (APSWC) Gumri Ringu called upon the Awangwadi Workers and Helpers to rise to the occasion and put pressure on the Government for fulfillment of their demands and avail the benefits granted to them by the Centre. “Even mother does not breast-feed her child unless he/she cries fot it,” she said and assured to take up their grievances with the state government.

Meanwhile, the APSWC chairman lamented less representation of woman in the state assembly. She said that women comprise almost  50  percent of the state’s total population, but there is still a very few women representative in the state assembly, she said and exhorted the women-folk to come out of the shackles of male domination and march ahead equally with their male counterpart.

AAPAWHU president Jalley Sonam narrated the long and painful story in forming the Union in the state, which got registered in 2009, and uniting its member together. He urged the Anganwadi Workers and Helpers to perform their assigned duty with utmost sincerity and dedication while saying that one should not take wages sitting at a place other than the place where she is posted. Reiterating his commitment for working for the poor and workers Sonam said that the main aim and objective of forming the union was to work for the welfare of its member and taking up their grievances with the authority. He appealed to all to respect the Awangwadi Workers and Helpers, the main work-force in implementation of ICDS projects and progammes in the state.

 

 

Heema Hospital adds another feather in its cap

ITANAGAR, Apr 30: The respiratory complicacies remain a major cause of morbidity and mortality in infants in the state, particularly in the under weight infants, new born and pre-mature babies.

In order to lessen such complicacies the Multi-specialty Heema Hospital, Itanagar, installed a Bubble Continuous Positive Airway Pressure (CPAP) along with Surfactant therapy at its Neonatal Intensive Care Unit (NICU) today.

The unit was inaugurated by Health and Family Welfare Minister Atum Welly. Pleased with the installation of the new machine in Heema Hospital under the initiatives of its CMD Byabang Dr. Byabang Rana and Child Specialist Dr. Y. Ali, Welly said “installation of such modern machine in its NICU centre will immensely help the people and save many lives of babies.

He urged CMD, doctors and staff of the hospital to maintain the same spirits and provide better health care.

Heema Hospital CMD  Dr. Byabang Rana informed that the newly installed Buble CPAP with Surfactant therapy is the first of its kind in the state and a few in the entire north eastern region. Dr. Y Ali also briefed about the newly installed machine.

Dr. Kessang and Dr. Balang Lamgu also spoke on the occasion and urged the people to share such good news to the general masses. It is worth mentioning here that the Heema Hospital NICU centre has so far successfully taken care of above 1000 babies under the supervision of Dr. Y. Ali since its inception.

Besides NICU the hospital is providing facilities like Acupuncture, Physiotherapy, Stem Cell Treatment. It has also a Diet Counseling Centre.

 

 

Week-long Veterinary day celebration ends

Govt moots specialized trainings for officers

ITANAGAR, Apr 30: The week-long World Veterinary Day celebration at Ziro  organised by Arunachal Pradesh Veterinary Association in collaboration with State Veterinary Council (Arunachal Pradesh) and Department of Animal Husbandry & Veterinary concluded on April 28.

The celebration, which was kicked off with livestock Awareness-cum-Health camp at Hari village  and Joram Village by Dr. Hage tabin, Director (AHV), on April 23, continued for four days, covering 10 villages of Ziro-I and Ziro-II circle, where in 350 cattle/Mithun, 143 Pigs, 250 dogs were vaccinated and treated.

A seminar with the theme, “Antimicrobial Resistance,” and “Role of Veterinarians in Public Health and Environment”, were organised at newly opened state of art Siiro Resort at picturesque Siro village which was attended by APVA members from all the districts and headquarter Nirjuli.  

Dr. A.G. Borah  and Dr. D. Borah, resource persons from Department of Public Health, College of Veterinary Science, Guwahati, presented very informative powerPoint presentation. The other resource persons were Dr. Hage Tam, DMO, Ziro, Dr. Taba Heli, and Dr. Badal Biswakarma, from AH & Vety. Deptt. On the same day a drawing competition was organised simultaneously at Govt. Higher Secondary School, Ziro, to create awareness about livestock rearing amongst School children. More than 500 students from various schools participated in the drawing competition. The concluding day programme on April 28 started with a procession at Hapoli town by students of Dolphin English School, Ziro along with all APVA delegates from various parts of Arunachal Pradesh. Tiny-tots holding banners and placards  reading “Healthy Livestock, Prosperous Nation”, “Conserve Mithun for social empowerment”, “Be merciful to animals” etc, etc, took the lead, shouting slogans in the entire procession, without bothering the chilling and inclement weather.

Meanwhile, the new office building of District AH & Veterinary Office, Ziro, constructed at Siro was inaugurated by Agri, Horti, & Veterinary etc. Minister Setong Sena in presence of Parliamentary Secretary and local MLA Padi Richo. Later, a public meeting was organised at the livestock farm campus, Siro.

Addressing the large gathering, Sena asked the Veterinarians of the state to be more dedicated and committed to turn Arunachal Pradesh into economically a self dependant state. Citing the example of Dr. Vergese Kurian, who despite of repeated failures, never surrendered and finally succeeded to start the “White Revolution” with establishment of Anand Milk Union Limited in Gujarat, most popularly known as “AMUL”, he advised the vets to learn from the failures and never to be demoralised. He assured all help from the governments for better working facilities.

He disclosed that the government is planning to depute officers in batch wise to the reputed institutions of the country for further studies, specialised trainings and exposure visits to produce quality technical manpower.

Dr. Karbom Basar, President, Arunachal Pradesh Veterinary Association, highlighted the significance of World Veterinary Day celebration, and the reason for selecting Ziro as destination for this year’s celebration.

Dr. Hage Tabin, Director (AHV), in his key note address, elaborated the importance and role of Veterinarians in uplifting the rural economy.

Richo requested the Minister to provide corpus fund for Agri and allied department in each and every district, so that production and marketing of local products can be properly channelized. He also appreciated and thanked the organiser for celebrating WVD-2012  with a week-long programmes at Ziro.

 

 

Byaling calls for acceleration of village electrification  works

ITANAGAR, Apr 30: Power Minister Tanga Byaling today called for departmental officers to speed up the village electrification works under RGGVY for the benefit of all the villagers in the state. He was addressing a high-level review meeting on progress of village electrification works under RGGVY during  financial year 2011-12 and problems in project implementation.

While pointing out his recent visit to the New Delhi, Byaling informed that  the Union Power Ministry assured to provide all the necessary assistance in execution of RGGVY works at the earliest.

Participating in the review meeting, MP Takam Sanjoy  advised all officers to highlight the hurdles and obstacles faced in implementation of the scheme in comprehensive manner and assured to take up the  problems with the appropriate authority at the Centre for necessary action.  Parliamentary Secretary Gojen Gadi advised all the officers to fix a realistic target of village electrification works in the current year and said that project should be completed within stipulated period of time.

Power Secretary Tomi Ete, all the SEs and EEs of power department attended the meeting.

 

 

Contractors demand white paper on state financial position

ITANAGAR, Apr 30: Crores of amounts were overdrafted during 2011-12 in the state, alleged AACWA’s Follow Up Action Committee, chairman Takam Padu and All Arunachal Contractors Welfare Association (AACWA)  president Nabam Tagam in a press meet here today.

AACWA demanded the state government to issue white paper on the overdraft amount. They also demands immediate revalidation of government cheque and draft issued to DDOs and Treasuries of various departments for clearance of contractors bills during March last and release of genuine pending bills of the contractors of PWD, UD and other departments within 10 days.

It threatens to launch movement against the government if white paper and their other demands are not fulfilled within the stipulated time.

Meanwhile, briefing their grievances due to non clearance of bills the contractors said “the small and part time contractors are the worse sufferers”.

We are not against any party or individual. We are fighting for our rights and against the way of execution of work and delayed payment thereof.

Further briefing on huge difference in economic status among people in the state, AAWCA said “if the central funds were used judiciously and purposely, this huge  gap in economic status among the people of the state would not have been witnessed.

Other issues related to contractors will be taken up in phase wise manner until and unless the grievances of contractors are fulfilled, they added.

 

 

Lumla sub-division and Yingkiong cut off

LUMLA, Apr 30: There are reports of snapping of road communication at several locations in Upper Siang and Lumla in Tawang district.  

The incessant downpour for the last couple of days has created havoc amongst the people of the strategically important Lumla sub-division.  

The Tawang–Lumla road connecting the sub-divisional headquarter has been reportedly snapped at various points.

A stream between Thongleng and Sakpret villages is reported to be in a spate causing disruption  in road communication.

The local people blame the BRO for their lackadaisical attitude towards the maintenance of this strategic road which connects Lumla sub-division that shares international borders with China and Bhutan. The road also plays a vital role in the movement of Army troupes.

Despite repeated request made by the local populace to the GREF authority, no tangible steps have so far been initiated by the BRO, said an aggrieved local Sang Norbu.

This is a regular story every year, said Tsering showing his ire towards the BRO.

“Having only three months as working season, the BRO should have done something in the dry season,” he added while requesting the Government to take up the issue with the BRO authorities so that the people of Lumla constituency are relieved with this regular snap of road connectivity.

Yingkiong, the headquarters of the Upper Siang is cut off from the rest of the state. Reports reaching here informed that Yinkgiong to Dite Dime road via Jengiing, and Yinkiong-Pasighat via Mariyang road have been cut off due to incessant rain over the last few days.  

 

 

AAPBSU condemns illegal detention of students

ITANAGAR, Apr 30:  At least 23 DNGC students were illegally detained at Raj Ghar Ali by Assam police personnel while they are returning to Dollungmukh in Lower Subansiri district after completion of annual examination on April 29 morning,  said All Arunachal Pradesh Border Students’ Union (AAPBSU)  in a release.

The Union informed that Assam police led by North Lakhimpur SP suddenly appeared in Dollungmukh and detained the students for 7 hours without valid reason.  When enquired, students were told by an Assam police official that they were detained as they were going to conduct a meeting in Dollungmukh.

Condemning the act of illegal detention of the students, Union said holding a public meeting within the territory of Arunachal Pradesh by its citizens is not an offence in a democratic country.

Meanwhile,  AAPBSU reiterated its demand for early solution to  Arunachal-Assam inter-state boundary dispute. State Chief Minister should evolve a mechanism for early solution to boundary problems in order to minimize the  harassment and torture faced by and Arunachlee people residing along the boundary area, it said  while adding that  the union will compel to lunch the democratic movement if the boundary issue is not resolved at the earliest.

All Lower Subansiri District Border Students’ Union also condemned the illegal detention of students by Assam authority.

The district Boder Students’ Union  unit appealed to the state government to look into the matter and find out a long lasting solution to the problem.

It also appealed for construction of link road from Kimin to Dollungmuhk without touching Assam.  The district unit also said that Lower Subansiri District Deputy Commissioner, Parliamentary Secretary Health and Family Welfare Nido Pavitra and other officers assured an amicable solution on the issue in a meeting held at Itanagar today.

 

 

Ruksin gets new sub-divisional library building

PASIGHAT, Apr 30: Inaugurating the newly constructed Sub-divisional library building today at Ruksin, the local MLA Dr. Tangor Tapak said that biographies of patriots, books of great people and philosophers should be kept in the library to inspire the readers. He wanted the library to stock school and college level books, periodicals and newspapers, journal etc which would help the students in particular to acquire knowledge about current affairs.

Addressing the gathering on the occasion Dr. Tapak extended his thanks to the authority of Raja Rammohan Roy Foundation, Kolkata for providing necessary fund for construction.

While congratulating the DLIO Yayum Riba and the people, he admitted that there was a long-felt need for a well-equipped library at Ruksin.

Stressing on human resource development, Tapak assured that he would leave no stone unturned for infrastructural developments and betterment of literary activities in the area. More and more libraries should be established at Circle level to make the people knowledgeable, pleaded the MLA.

He called for societal participations for empowering people and to make the development process more equitable. He urged the school authorities to spread awareness campaign in schools so that students could avail optimum benefits of the library as an additional study-center.

Replying to memorandum submitted by the DLIO and local leaders for infrastructural development like fencing wall, furniture, recruitment of staffs and quarters etc, the MLA assured to take up the issues with the directorate soon.

Taking privilege, the MLA also sought whole hearted cooperation from the citizens in the state building process. He envisioned creating a model subdivision, where peace and harmony would prevail, besides bringing development in leaps and bounds. This would be possible with cooperation, dedication and sincerity of the citizens, Tapak added.

He welcomed the upcoming hydropower projects in Siang belt for prosperity and faster development of the state. The district has immense potential for hydro power which should not be wasted. It would be environment-friendly and the cleanest source of energy, added Tapak.

Earlier, SDO Ruksin Y Tayeng in his deliberation advised for immediate registration of the library land to avoid future complicacies and encroachment. Students should be encouraged by their parents and teachers so that they could understand the value of library and adopt book reading as a good hobby.

Among others Yayum Riba, T Panggeng (ZPM) and Ojing Aje (Anchal Chairperson) also spoke on the occasion. DIPRO

Listen to their voice, feel their pain too

Dear Editor,

The “China Threat Theory” is caused by the country’s rapid growth in economic and military strength, and is bound to accompany the country’s rise as a great power. In the eyes of certain Western power, China’s rise poses a challenge to the traditional Western-led international order and geographical landscape.   This is an article titled “Respond Calmly to China Threat Theory” that appeared in the People’s Daily, one of China’s leading news papers.

As a lay man and a citizen of the territory bordering with China and in the backdrop of the our bitter history, all we can get from this is that the “threat”, though feared & real to some extent, seems to have been exaggerated by the Western Powers.

And even if the threat is real, what could the citizens of Arunachal Pradesh or the State Government do? A great deal of activities and responses are heard from the both but in reality we are defenseless without our Union Government and defense forces, firstly, because Defense is included in the Union List and secondly, may be, the citizens themselves are not trained to defend themselves even in case immediate infinitesimal skirmishes.

How about our boundary within Indian Territory? Our neighbour seems even prepared to resist the might of the international “threat”! Why would a State within the Union of India raise a Border Task Force (BTF)? Why do institutions like the Village Defense Police (VDP) exist?  Why does a State Government machinery engage in destruction of our public and private property? How much of our Mopin grounds and rice fields should end up as Police Training Centers & Football Grounds? Leave alone the constant looming threat of “Economic Blockade” and daily harassment of Arunachali commuters on petty issues by police & public alike!

Is Arunachal a foreign country and its citizen alien?

The density of population in the State of Arunachal Pradesh is the lowest in India and even lower in the rural stretch of along the foothills. Firstly, because of the forest reserves and secondly and most importantly because of the “forward” policy of our neighbour by the way of relocation and insertion of flood effected people - usually non native and the like along these sparsely populated stretch like a battle frontline, the ratio of a Arunchali to Non-Arunachali seems at least 1:10,000.  

While the ratio of a policeman to civilian in India is said to be around 1:600, how would it be expected of the hapless rural folks in the mercy of their humble lot, to defend themselves and their territory in the absence of a formal institution to reinforce at least the Inner Line Act.

The Inner Line Act is active in the official entry points but defunct all long the rural stretch of the foothills, endeavored to be implemented informally by land owners themselves but it is a matter of time before the fragile mud wall could anymore hold back the overflowing flood waters!

Although the rest of us are lucky not to duel on such desolate expanses, let us say, it is none of our business and therefore, leave the concerned on their own mercy but it is no denying of the fact that we do encounter unexpected bandhs calls, blockades and harassment on regular basis.

The terms like India-China, Hindu-Muslim and even Assam-Arunachal might have never been known to our grandparents who were almost unaware even of the World War II but roamed wild and free in these hills and the plains!

Being educated and affluent now are we not supposed at least to request, support and guide our respective law makers to find out alternative and practical solutions or shall we find solace as determined indoor critics?

Or are we to prepare for the supposedly imminent invasion of our northern frontiers and march northwardly leaving behind our domestic boundary unattended, exposed & porous?

Speed up the investigation

Dear Editor,

Through the columns your daily, I would like to appeal to the Secretary, Water Resource Development (WRD) to suspend Er Tadam Kamcham, former Executive Engineer, Water Resource Division, Yingkiong for his alleged misappropriation of fund under MIP, BADP and Anti Erosion scheme.

A team of SIC recently visited some of the sites where the alleged fraud works were executed. However, the team could not visit all the sites due to inclement weather. I appeal to the SIC team to speed up the investigation and deliver justice to the people of the Tuting area.

I had lodged an FIR against the said Engineer on the same issue at Tuting Police Station, Upper Siang District on dated 26/9/2011.

Information’s obtained through RTI reveal that Er Kamcham had committed fraud against the state government in connivance with the fictitious contractors and firms and arbitrarily prepared false bills amounting to more than Rs three crores without any physical achievement. He even prepared a fraud bills of Rs 7,22,778 against a government employee without any verification and physical achievement.

Instead of transferring the engineer to Tawang, he should have been put under suspension to ensure free, fair and transparent investigation by the SIC team.

I also appeal to all to cooperate and fight against corruption.

Don’t play with the sentiments

Dear Editor,

With reference to the claim and counterclaim in respect of Maintenance of Road from Subansiri to Sigi Village, people of the affected areas would like to know some important points from all the concerned :

Why all the responsible leaders like ASM, ZPM, MLA of the area are keeping mum on the issue? Why there is no official clarification from the EE (PWD) Office, Dumporijo so far?

Whether all the relevant documents were obtained through RTI and if obtained, why details are not being made public through media?

Why the senior citizens and RTI activists of the area like Tadam Lida and Dr. A.Riddi are mute spectators to the whole episode?

Why no FIR has been lodged against the erring official if the illegality of the tender process is confirmed by the aggrieved party?

Therefore, I on behalf of the common people of the area would like to appeal both the party not to play with the sentiment of the innocent common masses.

Refrain from emotional or hurried decision

Dear Editor,

This has a reference to proposal for grant of S/T status to Mishings.

We have seen much social tension in recent past in connection with the proposal for inclusion of more communities in the S/T list of Arunachal Pradesh. In fact, the Mishings are spread all over Assam and enjoying all the facilities entitled to S/T there. Moreover, the proposal is a major social issue for which it is essential to consult all the stakeholders indigenous tribes of the state. There are many reports of non-APST persons using false identities for various benefits in Arunachal Pradesh. In the circumstances, the concern of AAPSU and other organizations are only natural and expected.

Any emotional or hurried decision on this issue may do more harm than good.

Immunization and diseases

This year World Immunization Week was observed under the theme “Protect your world: Get vaccinated’ with an aim to raise awareness and encourage people, to protect themselves and their families against vaccine-preventable diseases. WHO’s World Immunization Week was held from April 21 to 28 with activities in more than 180 countries.

Immunization is estimated to prevent between two and three million deaths each year from diseases like diphtheria, measles, mumps, tetanus, rubella and whooping cough. For some regions, these weeks have been an annual tradition to showcase the power of immunization in protecting public health; but this is the first year this recognition is global.

Activities planned during the week range from the introduction of newly available vaccines into national immunization programmes to training and workshops for healthcare workers, roundtable discussions with political decision-makers, medical professionals, parents and care givers, as well as vaccination campaigns. Significantly, the South-East Asia Region has declared 2012 as the Year of Intensification of Routine Immunization.

Despite there is improvement in situation, gaps still remain to fill up. Out of the WHO specified six region, in three regions, namely,  the Americas, Europe and the Western Pacific, immunization coverage is more than 90 per cent. In 2010, an estimated 109 million infants were vaccinated with three doses of diphtheria-tetanus-pertussis vaccine. But significant gaps remain. That same year, about 19.3 million infants did not receive this basic vaccine and nearly 70 per cent of these children live in 10 countries including India and Pakistan.
